Herbert is the Associate Dean of STEM and Project Director of the HSI-STEM Department of Education grant at Monterey Peninsula College. He holds an M.S. in Policy Analysis and Management from Pepperdine and B.S. in Public Policy Analysis from Cornell University. Herbert has over 15 years of experience building student service and an academic ecosystem in public and private Higher Education institutions for first-generation and underrepresented students. He has served as a Faculty member, classified staff, and an administrator to develop networks to strategically coordinate culturally relevant infrastructure to advance student success by incorporating student equity principles in student resources, curriculum, and pedagogy.

Herbert’s background in policy analysis and management makes him uniquely qualified to serve as a member of the Board of Directors of Marina Coast Water District (MCWD). He has actively been involved in Civic Leadership in the Peninsula to work to support the well-being of the community. It involves understanding economic, social and political issues to foster the development of a vibrant community. He has prioritized collaboration and practical solutions to ensure we prioritize our diverse and vibrant community in Marina.

Brad retired from the Santa Clara Valley Water District.  He has worked for the City of San Jose and the County of Santa Clara.  Brad is also a retired Registered Environmental Health Specialist having worked at the Public Health Department in Santa Clara County.  He is married with two sons and two grandsons.  His hobbies include hiking and biking around the Monterey Bay Area and spending time with his family.  Brad was first elected to the MCWD Board in November 2022. His current term on the District Board ends in 2026.

Tom is a retired Army Colonel and currently teaches for the U.S. Naval War College Program at the Naval Postgraduate School.

Tom was first elected to the MCWD Board in November 1994. His current term on the District Board ends in 2024.
